Same-sex sexual activity is considered legal under the penal code of Djibouti. However, same-sex activity is, “de facto illegal,”due to influences from Islamic law, and public attitudes are staunchly against homosexuality; consequently, members of the LGBTQI community are forced to hide their identities to avoid harassment and violence (Archer, 2016). SGM communities have little to no access to health or education services or even Internet (Ammon, 2016). There are no major LGBTQI organizations in the nation, and members perpertually live, “‘undercover, unconfident and in fear’” (Immigration and Refugee Board of Canada, 2007).
